If it's published for public access — tenders, regulation, or public records — we can monitor it.

From national procurement portals and official gazettes to regional tender boards and public registries, our extraction infrastructure isn't limited to a single agency, a single level of government, or a single country.

Why GovTech

Most teams don't miss the big tenders. They miss the ones nobody was watching.

These are the gaps business-development, government-affairs, and compliance teams usually describe before they bring in Bitmaker — and what each one actually costs them.

Tender monitoring is a portal-by-portal manual sweep

Opportunities get checked by hand on a handful of familiar procurement portals every week or two, while hundreds of agency buyer profiles and regional tender boards publish notices on their own schedule, with no central feed.

Cost of this gap: a qualified bid is found after the submission window has already closed

Regulatory tracking relies on keyword alerts, not real coverage

Bill- and gazette-tracking tools flag what matches a saved keyword list, but miss obligations buried inside omnibus text or phrased differently than expected — and a legislative session has a hard deadline a missed alert doesn't respect.

Cost of this gap: a compliance obligation goes live unnoticed, surfacing only when a regulator or auditor raises it

Debarment and sanctions screening is a point-in-time check

Official exclusion, debarment, and sanctions lists get checked once at onboarding or renewal, not continuously — so a disqualification that lands between checks goes unnoticed until it's already a problem.

Cost of this gap: a bid gets submitted, or a vendor relationship continues, after a disqualifying event nobody caught

Competitive scope stops at the agencies everyone already watches

Real exposure includes regional agencies, adjacent regulators, and new entrants into a recompete — but most teams only have bandwidth to track the two or three names they already know.

Cost of this gap: the incumbent that wins the recompete is the one nobody was tracking
Built to scale

Monitor one portal, or your entire regulatory and procurement footprint

A Bitmaker engagement scales with the scope you need — the same underlying pipeline, extended further each step to close a specific, critical gap along the way.

1

Single-source monitoring

Start with the one procurement portal, agency buyer profile, or regulatory docket that's costing you the most blind spots today. This is where BD, government-affairs, and compliance teams get their first dated, verifiable evidence instead of a manual weekly sweep.

Built withProfessional Services
Critical gap closedThe manual, once-a-week portal or docket check
Good forA first, focused engagement
2

Multi-portal, multi-agency intelligence

Extend the same pipeline across every procurement portal, agency, and regulatory source relevant to your sector — tenders, awards, dockets, and registry changes tracked side-by-side, continuously, not sampled. BD and compliance teams stop reacting to the two or three sources they already know and start seeing the full landscape as it actually moves.

Critical gap closedCompetitive and regulatory exposure outside your usual watchlist
Good forTeams that outgrew manual tracking
3

Regional or global coverage

Replicate the same monitoring logic across jurisdictions, languages, and procurement regimes, so a bid decision in one country is backed by the same visibility as another — and a regulatory change in one jurisdiction doesn't go unnoticed in the next. This is the stage where multi-market contractors and compliance teams stop running each jurisdiction on separate, disconnected tools.

Built withProfessional Services, replicated per market

Good forMulti-market contractors, government-affairs teams, and regulated enterprises
4

Full competitive & compliance-intelligence infrastructure

Combine extraction, processing, alerting, and purpose-built tools into a single system your BD, government-affairs, and compliance teams open every morning — not three disconnected vendors and a spreadsheet stitched together by hand. A new tender, a regulatory change, and an exclusion-list hit all route to the right team automatically, instead of waiting for someone to notice.

Core capabilities

What we monitor, and what it protects

Every pillar below is built and maintained by the same engineers — not a bundle of disconnected scrapers.

Procurement & tender intelligence

Real-time tracking of RFIs, RFQs, and RFPs across procurement portals and agency buyer profiles, with contract award notices and incumbent-vendor tracking so your BD team sees a recompete coming before it's posted as urgent.

  • Tender & contract-award monitoring
  • Incumbent & recompete tracking
  • Bid/no-bid signal feeds

Regulatory & legislative monitoring

Continuous tracking of regulatory dockets, legislative bill status, and official gazette publications, with dated evidence when a rule or bill that affects you moves — not a keyword alert that misses what matters.

  • Docket & rulemaking tracking
  • Legislative session & bill-status monitoring
  • Gazette / official-journal publication alerts

Public registry & compliance screening

Continuous monitoring of officially published exclusion, debarment, and sanctions lists and business registries, with dated evidence when a company you work with needs review.

  • Debarment & exclusion-list monitoring
  • Sanctions-list monitoring
  • Company & tax-registry status checks

Competitive & capture intelligence

Visibility into competitor bid activity, awarded-contract values, and vendor registries across every agency or region you compete in — so capture planning is based on the full field, not the names everyone already watches.

  • Competitor bid & award tracking
  • Vendor/supplier registry monitoring
  • Regional capture-opportunity detection

Public spending & open-data monitoring

Structured tracking of public budget execution, spending disclosures, and open-contracting data feeds, delivered on the schedule your models or reports need.

  • Public spending & budget-execution tracking
  • Open Contracting Data Standard (OCDS) feeds
  • Model-ready structured delivery
Beyond the alert

An alert nobody acts on is just noise

Detecting a new tender or an exclusion-list hit is only half the job.

We build what happens next

Through Custom Applications & Tools, Bitmaker can configure the response: a Slack or email alert to the right team, a compliance review queue built around your own risk rules, or a capture/bid-tracking dashboard your BD or government-affairs team opens every morning instead of waiting for a report — built around your business logic, not a generic template.

How it works

From target sources to a maintained pipeline

The same process whether you're tracking one portal or an entire jurisdiction.

1

Scope the coverage

Which portals, agencies, regulators, jurisdictions, fields, at what frequency.

2

Build and maintain the extraction

One spider or a hundred, including anti-bot handling and dynamic/JS-rendered portals, run as one coordinated pipeline.

3

Receive structured, validated data

Or a tool built around it, depending on what your team needs to act on.

4

Keep it running, and scale it with you

New agencies, new jurisdictions, and proactive maintenance when target portals or formats change.

Where this goes

Enterprise engagements rarely start at enterprise scale

This isn't new ground for Bitmaker. We already build and maintain extraction pipelines against government and public-record sources — resolving records by national ID number, tax ID (RUC), and other official identifiers, at volume — as part of other client engagements. Engagements in this space tend to follow the same pattern: they start narrow, with one portal, one registry, or one regulatory docket, and grow as the infrastructure proves itself, extending to other agencies, regions, or practice areas under the same account. We build every engagement so that growth is the next conversation, not a rebuild.

FAQ

Common questions

Is monitoring public tenders, regulations, and government registries legal?
We only work with information that public bodies publish for open access. During scoping we review each source's terms of use and the data-protection rules that apply in its jurisdiction, and we don't collect personal data beyond what an engagement legitimately needs. Sources that don't meet that bar are left out.
Do you need access to government systems or confidential bid data?
No. Bitmaker only extracts publicly available data — from procurement portals, gazettes, registries, or other public sources — never confidential systems or non-public bid information.
Can you monitor procurement and regulatory activity across multiple countries and jurisdictions at once?
Yes. The same monitoring logic can be replicated across jurisdictions, languages, and procurement regimes, so coverage grows with your footprint instead of starting over per country.
What happens when a portal, gazette, or registry changes its site or format?
Covered by proactive maintenance — every run is checked automatically, and our team fixes what breaks, usually before you notice.
Do we need a dedicated BD, government-affairs, or compliance team to use this?
No. If you just want the finished dataset, the alert, or a ready-to-use tool, Data as a Service and Custom Applications & Tools are both built so your team never has to operate a pipeline.
